Sir,
I am directed by the Postmaster General to send to you
herewith, for the information of the Secretary of State for
the Colonies, copies of Circulars, dated the 25th of October
1906 and the 7th and 18th of February last, issued by the
International Bureau of the Postal Union concerning the
re-opening of the Trans-Siberian route for the conveyance
of Mails between Europe and the Far East.
It will be seen that, at any rate until the 1st of
October next, the Fast of China Railway Company will
maintain the transit rates fixed in 1903, namely la francs
per kilogramme of letters and postcards and 3 francs per
kilogramme of other articles. With the consent of the
Loras Commissioners of the Treasury, these terms have been
accepted; but in view of the high cost of transit, the use
of the route will be restricted, as in 1903, to fully prepaid
letters and postcards specially superscribed for trans-
mission via Siberia. A similar restriction is to obtain in
the more important continental countries; and the Postmaster nuer Secretary of State,
